eBay refund for PSA service not rendered
I purchased a 1958 Topps football card and paid eBay for PSA authentication/grading services so that it would be sent directly to PSA before the card came to me. It was deemed, by PSA, that the card cannot receive a numerical grade because it did not meet the size requirement necessary for grading for that particular card make/model for that year. Therefore, the service I paid eBay for was not fulfilled. How do I go about getting a refund from eBay since I paid them for a service I did not receive? PSA is mailing the card to me raw and ungraded with no PSA slab.

So I did my research on this and here's what I could find
PSA has "no grade" definitions. Since this was a size requirement, it would be N6

N6 Minimum Size Requirement - When a card is significantly undersized according to factory specifications. You will not be charged the grading fee in this instance. Note that this designation can qualify for encapsulation as "Authentic" only at the grader's discretion and if "Auth" is listed on the submission form as the desired minimum grade. You will be charged the applicable grading fee in the latter case.
The only thing that I'm not 100% sure of is since you are the buyer, and you did purchase the card with the grading service, is it even returnable under eBay policy
eBay policy says Final sale is defined as the following:

Some purchases inspected under Authenticity Guarantee are considered final sale. eBay Money Back Guarantee does not cover final sale purchases on the basis that the item doesn't match the listing.
Returns for final sale purchases are only eligible for coverage under eBay Money Back Guarantee when:

OP5 months agoI had looked into the N6, and it would be the seller I'd have to return the item to, but they don't accept returns. I'll still get the item authenticated and put into a slab eventually, but that's an entirely different service than what I paid eBay for and it isn't just something I can say "Oh, well do that instead." Apparently it's a whole process. What I'm wanting to do is get refunded on the $80 grading fee paid to eBay since the service didn't/wasn't able to happen.
