The reason you don't get a refund is because tracking shows it was delivered.

That seller probably won't be much help, they are from Indonesia, dropshipping from Amazon.

You need to contact the carrier and see if the package with that tracking number was addressed to you and see what they say.

When tracking shows that an item was delivered to the buyer's ZIP Code ... that is considered legal proof of delivery. That said, you still have a chance of getting your item or money, however. Do the following:

Phone UPS (1-800-742-5877) and ask to speak to the 'Fraud Department'.
Provide the tracking number you received ... AND give the rep your name and address.
Ask the rep if your name and address are on the package associated with that tracking number.
If they are not ... ask UPS to attach a statement to that effect to an email to your email address. ***
You can use that information to contact your credit card company and request a chargeback. [That will be easier than trying to get it from eBay.]

*** If you are told that your name and address were on the package ... ask UPS to check their GPS to see where the package was delivered, since it wasn't delivered to your address. They may be willing to have the package picked up and delivered to you.

EBAY "HELP" refuses to help. they do not guarantee--this is a fake guarantee. they do not get your "MONEY BACK" --this is a HOLLOW PROMISE. Or maybe simply a lie.
