Ebay provided a shipping label through USPS but the items were too big.

Ebay provided a shipping label through USPS, but the items were too big. Now I am stuck in a loop. The seller sold me the wrong item. They said they would provide a label. They never did. I asked eBay to step in. They did and provided a USPS shipping label. The items were oversized. USPS returned the items to me. They need to go to UPS or FedEx. I tried to contact eBay, but I am caught in an infinite AI loop. I cannot return the item because I do not have the label unless I pay for the shipper's fault. If I pay, will I get a shipping refund?
Can anyone help? Is this what customers are facing in this digital world?
