Are you certain those popups are being delivered by eBay? I did not think eBay used such ads; then again, I use an ad blocker, so I would not necessary notice if eBay started.
You may want to scan your device for adware or malware. Those are quite often responsible for popup ads, and they can be triggered by visiting certain popular sites.
Adwcleaner by Malwarebytes is one such scanner you may want to consider, but there are others.
