What does the community think of this agreement?? I honestly don’t understand everything they are stipulating,,also it would be very beneficial if they could tell you these details before you make any purchases!!!

With the multiple thousands of transactions conducted on eBay every hour, just within the USA, it would be impractical to the point of impossibility for eBay to remind both buyers and sellers of every detail of the User Agreement that might pertain to their situation(s).
What I think of the revised Arbitration Provisions is that some of the updates might make life easier for eBay and might make things more troublesome for some eBay users.
As a person who likes direct language and who also worked as a paralegal/assistant/secretary and read a lot of laws and legal documents, I think some of the updated language is not easily understood by people who haven't been exposed to "legalese."
If you were an eBay user before April 16, 2025, and you want to stay "covered" under the previous version of the User Agreement, you can Opt-Out of these revised Arbitration procedures. That might make life easier for you.
There's a link within these revisions that you can use to open and print an Opt-Out Notice. It's easy to Opt Out: just fill in your name, address, phone number, your eBay User ID(s) and the email address(es) connected with the User ID(s). Sign and date the form, and mail it to the address that printed at the bottom edge of the form.
One of the main things I really hope people think about is this: these revisions have to do with how eBay will resolve legal disputes with eBay users. Do you think you'll ever find yourself in a legal dispute with eBay? What's your own history like? Are you litigious -- meaning, do you sue other people a lot? Would you want to give up your right to sue eBay in a court of law if you ever felt that it was necessary? Opting-Out of these revisions may be a reasonable choice for you.
The Opt-Out deadline is May 16, 2025, for people who are "covered" by an earlier User Agreement before April 16, 2025.
