Ebay policies definitely outdated

Looks like it's time to strictly stick to Amazon. Ebay's policies are lacking protection for the buyer from all the foreign scam sellers that have appeared in last few years. It's to easy to setup accounts if a seller gets bad reviews or get pointed out for not using practices against ebay they shutdown account and start a new one. Used Ebay for a long time but a counterfeit return label and a seller from another country that you can't communicate with has turned me to strictly to Amazon.
Buyers beware. Hopefully you Ebay realizes without Buyers they won't have sellers making them money
