Ebay & PayPal are both complicit in scamming.
Advertise an item on ebay, someone pays using PayPal, find a random address in their city, send an empty box to that address, you get to keep the money & the buyer gets nothing!! Literally had this happen to me & there is absolutely nothing that can be done about it. The seller sent me a FedEx tracking number, the package was not delivered to my house nor either of my neighbors. The buyer can not file a claim with FedEx because filing a claim requires knowing the sellers contact information. I contacted FedEx via X & they confirmed my name & address was not on the package. PayPal automatically sided with the seller because the package was delivered, even if it was not delivered to my house. The seller ignores my messages. The item I purchased was removed for violating ebay's terms. Other people purchased the same product, left a review that they never received the product, their review got removed. I also left a review and it too was removed. Ebay has become a fraudulent platform for scammers & PayPal is no longer a trustworthy business that should be trusted to handle your money!!

I'm sorry that happened.
It sounds like you already filed a chargeback with PayPal, if so, eBay can't help you. You can appeal to PayPal though.
1) First, call the post office/shipper to see if the tracking number label contained your name and your address. (They won't tell you whose name *is* on the package, only that your name and address *is not*.)
b) If your name and address weren't on that label, ask the Fedex if they will put this in writing; it's helpful, but not required. Also, ask for the weight of the package using that tracking number. Follow the rest of the steps starting with 2 below:

Seller is already removed from eBay, so you can skip this step
3) Consider these steps
-- File a written police report with your police department. They won't investigate, but you want a copy of the report.
-- File an Internet Crime IC3.gov case https://www.ic3.gov/Home/ComplaintChoice
It's an online form, screenshot your report
4) Finally, contact PayPal Customer Service and inform them that the seller uploaded a "false tracking number" on your purchase. Share any documentation you gathered including the IC3 Report. Request a refund.
