ebay order not delivered due to lack of postage. I complained to ebay and the seller contacted me. I asked for refund. seller told me a refund can only be made after the dispute is closed. what should i do

I'll be charitable and say that the seller is mistaken, but what I actually believe is that the seller is attempting to trick you. If you close the dispute, it's all over ... no refund. Either way, do not close that dispute. Instead, follow the advice that rfmtm gave you to Ask eBay to Step In. Mentor1 year agoYour seller is mistaken. Once you file an Item Not Delivered, and are fully refunded, that action closes the dispute.
Go to your Purchase History and locate the purchased item. What is the last estimated delivery date? You have up to 30 days past that date in order to file an Item Not Received case, to get your money back. Once you file, the seller has 3 days to provide a tracking number that shows Delivered or issue a full refund. If the seller does neither, on day 4 you return to the case and click Ask ebay to step in, to force a refund.
If it is past the 30 day limit, you will need to log into Paypal and file an Item Not Received case there, if that is how you paid, as they allow up to 180 days from date of purchase to file, to get your money back.
If you paid with a credit card, file a charge back with your credit card issuer.

IF you opened a Item Not Received case and no resolution by the fourth day, go back to it and ask ebay to step in.
