Ebay or seller won't issue refund
I have proof now that the seller sent an item - I did not order - to an incorrect address. All I am getting from customer service is that the seller issued a return label - which I can't return because I haven't received the item. Then they tell me I should go to the house and retrieve the package. I DON'T KNOW WHO THEY ARE! AND THE WRONG PACKAGE WAS SENT. All I want is a refund!

It sounds like you may have opened a 'return request' if you were issued a return label. Labels aren't mailed to buyers without a return request being opened.
You likely will have to open a case with either PayPal OR your credit card company if you opened the wrong case with eBay. Just provide the 'proof' you say you have that the item was deliberately mailed to the wrong house. Good luck!
