eBay needs to stick to the sellers request
Why does eBay allow out of country bidders to bid and buy items, then the buyer ask if I will ship to them! I have block all counties outside the the U.S. for years.

·2 years agoSetting exclusions does not stop anyone from bidding/committing to buy, only from paying without giving a shipping address to a location you have set up to ship to. You have to enable the Buyer Requirement to block those whose primary shipping address is in a location you don't ship to (either because it is excluded or because the region is not INcluded in the shipping you set up for the listing).
