Ebay money back guarantee policy
I believe a buyer is abusing the Ebay money back guarantee. Do I report the buyer when I am issuing the refund or issue the refund and then go into the hub and report? I see there are two ways to report. Which way do you have success at getting it seen? Thanks!

Here's the order I recommend (report right before refund)
1) Accept the return and issue the label
2) When the item is returned, inspect it
3) Block the Buyer https://www.ebay.com/bmgt/BuyerBlock
4) Report the buyer for misusing the Money Back Guarantee here, if appropriate: https://www.ebay.com/help/selling/resolving-buyer-issues/reporting-issue-buyer?id=4084
5) Issue a refund
6) Appeal the case to eBay

If a problem with the item.
REPORT the buyer for abuse of the ebay MBG.

Then appeal the refund:
