Ebay lies.
Seller is MIA, doesn't reply to countless messages and I don't receive item. Ebay says I can ask them for help if I don't receive the item by a certain date. That date passes and a new option opens up in "more actions". It just goes back to a seller contact! They then say if seller doesn't respond by a certain date they will help. Think about that for a minute.

·2 years agoI am assuming you have opened a return/refund case citing the reason “have not received itemâ€?
The seller has a certain number of days to respond.
You cannot escalate (ask eBay to step in and help) until that time has passed.
Once that time passes, you will see a new option available to ask eBay to “step in†and help.
