Ebay lack of knowledge about Puerto Rico.
I can't believe I discovered Ebay is a USA company from California, San Jose. Why? Because they know too little about Puerto Rico. Normally, I used to bough thousands of dollars in products in 2016 and so on. But slowly, true 2025, this madness is increasing in more than 60% of the transactions that are now rejected, not by the same sellers, but by eBay's lack of knowledge. Looks Ebay knows too little about us. Puerto Rico is a Territory of the USA with a commonwealth government like Washington, DC. Not a "protectorate" according to the territorial clause. It's not the same. Guam, the Philippines, and Samoa are protectorates. We are just a territory belonging to the Congress by negotiation during the Hispanic War. We are American citizens at birth. And we have the same rights as the whole nation, except for voting for the president. Protectorates don't have the same benefits as PR. And the restriction established to sell directly to the Asian USA territory was to avoid USA technology from reaching Russia, China, and Korea after WWII. Not our case. We pay SS and Medicare, and federal taxes on federal work. And I don't know who told ebay that we are a dam protectorate and use this silly argument to block out transactions. We are a territory with all the benefits of continental states except for voting for the presidency. So why is ebay are increasing its blocking of the transactions we made, arguing that we are a protectorate and they don't sell to protectorates? We receive and have USPS and FedEx service, and other postal services just like he rest of the nation. We receive daily products from all around the USA and the world. And we even have a service on the postal service that the nation doesn't have. I'm sick of this madness. What Ebay should do is stop this harassment policy against PR and just let the transaction flow by itself. That costs a bit more to send to PR? Perfect. Just bill the right cost, and we, the buyers, decide. Last year, I bought a photo lens I needed from Ukraine, and it cost me 40 dollars, and I paid 130.00 dollars on shipping costs. No problem. But stop that discriminatory practice. Every time I ask the sellers about this ebay intrusion in the transaction, all the sellers told me, "But, we sell and ship to PR." We don't know why ebay put that interference in nearly 60% of the transactions! And what amazes me more is that all around the nation, there are mixed companies where some sales go without problems to us, and others just can't because of this ebay attitude. I could expect that from a Chinese seller that don't know too much, but... from an American corporation? Jesus! Its **bleep** me off!

Thank you for the History/Geography lesson, but I'm not sure why you've told us all this. [Nobody from eBay is here. We're all fellow members who volunteer answering questions about eBay.]
It isn't eBay that decides whether to ship to gorgeous Puerto Rico. It is individual sellers who decide to where they will ship. In order to exclude Puerto Rico ... the seller also must exclude Hawaii, Alaska, APO/PPO addresses, etc. etc. etc. So actual states are being excluded as well. [Community mentors and regular responders are always encouraging sellers to ship to the entire US ... and try to alleviate whatever concerns they may have.]
I understand that the main reason sellers exclude the above states/ territories/ protectorates is that they must (or prefer to) ship GROUND ... resulting in a very lengthy transit time. Sellers are concerned that the buyer might file an 'Item not received' claim before the item has a chance to reach them. Shipping times have been especially lengthy & chaotic lately.
And I apologize if I've misunderstood the point of your post. It's difficult reading such a lengthy post without paragraphs. [We'd all appreciate if you'd use them next time. Many of us have older eyes. 😉 🙂 ]
