What to do when a seller out of spite refunds you your cost against your wishes and kept the item?
Thanks to Ebay being well Ebay, I can no longer make a case out of this because you need to select the item before hand and when I do it says I was refunded and I have no options.
After searching for what felt like an eternity, I then came to the conclusion Ebay REALLY doesn't want us to contact them at all. I would like my item but at this point it is more about reporting the ridiculous seller which I can't even do.
SO if that's the future of shopping on Ebay, I will be doing so very sparingly if at all.
How can I get in contact with ANYBODY at ebay who can address my issue?

What reason did the seller use when they canceled the transaction? Did they use "Buyer Requested" as the reason? If so, you can and should report the seller.
You can > Report a seller < because eBay does monitor buyer requested cancelations.
You should only report a seller if you think they’re violating our policies. For example:
FYI: If they used the "Out of stock" reason, they will receive a Defect (a ding) from eBay on their selling account.
