ebay is restricting how much I can buy - what's that all about?

I'm trying to make some purchases, and though I may be new to ebay, I am an old former pro and know how it all works. But there have been changes and I am being limited to how much I may buy and make payments for. I don't get it.

This is a brand new account set up in a foreign country. eBay only looks at the account information and not how long you may have had another account. New accounts will be severely limited in their ability to purchase items until they build a reputation of prompt payment.
