Did you by chance turn off the Buyer requirement Rule for requiring a payment method to be posted before sending offers. Open the link below to see if it is active or not. You may have done that if a buyer wanted to get combined shipping after making offers on more than one item.
After 4 days you can cancel the transaction for non payment, and re-list it, without it affecting your account the link below tells you how to do that.
