eBay is no longer safe for buying if seller does not offer return. How to get my money back?

I purchased and received a different item. eBay instructed me to open a return case but when I go return case I can never ever open a return case because the seller never accept return. How to get my money back? I can not open a resolution of different item I received.

And since I can not open a return case with eBay, eBay says go to my Paypal account but when I go to my Paypal I can not open also a resolution. How to get my money back to eBay?
