ebay is charging buyer much less than shipping actually costs

I use calculated shipping based on location. Ebay is charging me much more than it charges the buyer. pakage dimensions and weight are correct. What am I doing wrong?

If you are using USPS, there should be no error.

Are you sure your Ship From (origination) Zip Code (not your Return or Item Location Zip) is correct?

Are you sure you are selecting the same/correct service and box/envelope type when buying the label as when you listed the item?

Is this something where possibly the buyer paid shipping before the rate increase, and then later you had to pay at the new higher rate?
