Ebay is blocking the vendor authorized return

I bought order number 21-11224-19326 the parts are defective. The vendor has offered to return the product but not untill I filed a claim. Now I can't complete the return process due to a claim against it. How do we remove the claim so I can return the product
The vendor has sent multiple emails authorizing my return but ebay has yet to remove the dispute so I can process the return
