eBay International Standard Delivery- says you're protected...but you're not
Does anyone have advice on how to get eBay to uphold their protection policy for ebay international shipping?
I shipped and item on Jan 17th, it made it to the eBay hub on the 21st. The buyer has not received their item, and now eBay has refunded the money, while charging me for the amount (around $500) I appealed the case, which was denied. I spoke to a live person and she told me that I did not use eBay international delivery (I did)
and I would have to file a claim through USPS. USPS can not file a claim because the tracking number is not through USPS. It's from eBay international delivery.

I shipped it on Jan 17th. According to tracking, it made it to the hub on the 21st, and then an eBay international label was created on Feb 1st. That seems like a long time in between. Ebay refunded the buyer, then claimed that I refunded them. eBay also says that I sent it USPS international..I did not, that requires a customs form, a signature, and a plastic envelope. eBAy also says that the reason they refunded the money is that I did not supply tracking number. Which I did, obviously.
The eBay international tracking number is ESUS180925317
I have screenshots of everything, which I sent in as well. Any help would be greatly appreciated.

I changed the country to UK and this is the shipping it shows me:
USPS First Class Mail International Parcel
Therefore, that does NOT use ebay International Shipping. That method means you prepare the package and the customs form and ship the item yourself. So if the buyer never received the item, then you would be responsible for the refund.
