eBay International Shipping to Czech Republic

Question

Is Czech Republic part of International Shipping Program? I have the eBay International Shipping Program turned on, but a buyer in Czech Republic says he can't place a bid. Any help is appreciated.

The violin can ship to the Czech Republic. The military item cannot. That listing shows it only ships to the U.S.

I have another selling ID where I sell military items and there are countries I cannot ship to using the eBay International Shipping program. I would let this Buyer know that you have no control over what items can be shipped using that program. I'm almost 99% certain it's because it's a military item. The Buyer might already know that.
