eBay International Shipping to Canada

Question

I have used eBay's international shipping to ship items to countries outside of the US.
I recently sold an iPad and the buyer is in Canada. The buyer is telling me that he is trying to select shipping, and he is getting a notice that shipping to Canada is not available. However I have selected Canada as one of my countries that I will ship to.

Does the buyer need to do anything on his end to pay for shipping?

@creatio.life if the eIS is not allowing the buyer to purchase the item it might be due to:

exceeding size/weight limits

the item being prohibited for import to Canada
