eBay International Shipping Program - Kuwait
I am enrolled in eBay International Shipping Program. I have a customer in Kuwait who wants to purchase an item, but he is repeatedly told he cannot purchase it as it cannot be shipped to Kuwait. The item is lot of vintage fashion magazines.

OP9 months agoIt might be a good idea to split them. Thank you! Will give it a try.
Have a great weekend!

I reached out to another member @wastingtime101 who is an expert on shipping issues to look at this - and they said it is the $value that is the problem. They can't post here, so I'm going to quote:
"it's within eIS limits, however eIS limits just tell you the program max. Actual limits on any given listing are a lot more nuanced. There can be limits to a specific country, or on a seller's account, or any variety of factors."
Their suggestion:
The solution is the OP will need to split up the lot into multiple listings and yes, it will be a bit more costly for the buyer as they have to pay for multiple shipping charges. The seller will need to ship each bundle separate.
I'd suggest the OP create a listing for half the value and see if Kuwait is blocked. I don't know the limit here - if it's $500 then the OP will need to create 3 listings instead of 2.
This should solve your dilemma - but come back here again if you still need help with this.
Also don't use the word "Lot" in the any listing title if they're all the same item, because "lot" gets eIS blocked - another important tip to remember that I learned from the same source.

OP9 months agoWe've been working on this for weeks. My buyer has no idea what prompted them to refuse shipping. We went so far as to use the Lot of 2 Bazaars as a template, replacing the price and the weight difference. When he tried to purchase it came back no shipping to Kuwait. Price & weight fit into eBay's parameters. I've talked to supervisors at Customer Service who passed it along to eBay IT. They told me it was fixed, that shipping would be available for Kuwait. It was not fixed and shipping was still not available. Amazingly my customer is still hanging on, hoping that we will be able to figure it out, but there is no logic I can see and you are the only one I've talked to that has any sense of the situation. Thank you for that!

Mentor9 months agoThis is crazy...it doesn't make sense at all.
I'm sure by now you've tried everything I could think of.
I know the price fits eIS rules, but have you tried to split the order up - do all 8 have to be sold together.
I spot-checked a few listings from other sellers for vintage HB mags and the ones with int'l shipping all show eIS Kuwait, but none have as high a $total as this one.
It's not just Kuwait either, the entire list of excluded countries grew very long with this single listing.

OP9 months agoThanks for all that!
I don't think it would matter but I did change the topic. I didn't realize I had left it out. TY!
Kuwait is in the excluded list but does that mean eIS will still ship there or not?
"Would your Kuwait buyer know what to look for?" - Not sure I understand. What would he be looking for?

Mentor9 months ago"Excludes" means eIS will not ship there.
For your buyer I meant would they know why this lot of 8 is blocked (excluded) from being imported to Kuwait vs the other lots of 2 that are allowed. Is it the title, the value or what? If they've been buying these for awhile they may know something from their end as the importer.

OP9 months agoThank you fermcliff-39 for your help!
I have been sent an email from eBay that says I am enrolled in the international shipping program. My account settings show I am enrolled. I was told by eBay that countries that I have excluded will still be shipped to through the program and that has been my experience. I see no where on my listings where it says I am enrolled in the program. Where is that supposed to show up?
PS: I have no idea why it says I ship to Puerto Rico. Both in my account settings and each individual item posting the box for Protectorates are checked for excluding.

Mentor9 months ago@rp_vintage - good news - your listings have changed & corrected since yesterday.
It appears eIS has reset somehow and they are now showing most of the eIS countries for shipping, including Kuwait. Except for that 1 special order listing for 8 mags - Kuwait is not in the countries list - that's not the one they're trying to buy is it?
It must have been a temporary glitch - I did run across another seller yesterday with the same issue as what happened with your eIS.

Does my posting for the eight magazines show that you the same in shipping details? I'm not sure why those particular countries are listed as "Ships To" and "Excluded". All countries are excluded in my settings. I understood that excluding all countries was not a problem as I'm enrolled in eIS which overrides those exclusions. Additionally, this is the item my Kuwait customer wishes to purchase and is told there is no shipping to Kuwait. Additionally I see no mention of eIS eligibility.
Thank you for your patience and help, ferncliff-39!

"Ships to" and "Excludes" on your listings refers to eIS eligibility only - which is what you want.
And I do see the same Shipping details:
Something is different between them - the $amount should qualify. The only other difference that sticks out at first glance is under Item specifics for the other 2 magazine lots shows Genre>Fashion and Topic>Vintage Fashion/Photography, whereas this one only shows Genre>Fashion but no "Topic" entry - would that matter that "vintage" is not specified? Can you revise it and see what happens.
Would your Kuwait buyer know what to look for?

Mentor9 months ago@rp_vintage
I don't see eIS enabled on any of your active listings - only shipping to U.S. (and Puerto Rico on two).
Are you sure it's set up correctly on your end - and still showing "enrolled" in your Shipping Preferences
https://www.ebay.com/ship/prf
and still an option on your draft listings?
What it shows is every country is excluded, not just Kuwait.

Mentor9 months agoHi @rp_vintage
Restrictions for shipping items to various countries is something eBay tries to stay on top of. I am sure that fashion magazines are not allowed there for religious reasons.

OP9 months agoThanks for your response. I realize that there are some things that Kuwait will not allow, but I have been selling these magazines to this same customer for months. The response he gets when trying to purchase is that there is no shipping to Kuwait. We have shipped to him with eBay's Int'l shipping for months. This change has only just come about in the last month. Customer Service told me that eBay IT had fixed it, but it still doesn't work.
PS: I'm beginning to wonder about looking into Ship6. Don't know if it's recommended.
Thanks again.
