Ebay international Shipping Opt-In
Hi everyone,
I’m hoping someone here can point me in the right direction because I’ve hit a wall trying to enable eBay International Shipping.
I’m a new seller on an older eBay account. From everything I’ve read, I meet the requirements for eBay International Shipping — my account is in good standing, I’m based in the U.S., and I’ve already made my first sale. However, the option to enable EIS simply does not appear anywhere in my Shipping Preferences.
Here’s what I’m seeing:
• In Shipping Preferences, I only have:• Combined Shipping
• Rates & Exclusions
• Dispatching/Handling
• There is no “eBay International Shipping†section at all.
• When I try to access the Selling Preferences page directly through the browser, I get a “We can’t find that page†error instead of the normal settings.
I’ve contacted support, but I keep getting told that I need to be selling for 3 months. From what I understand, that requirement applied to the old Global Shipping Program, not the current EIS system. My issue seems to be that my account is stuck in older/legacy shipping settings and hasn’t been migrated to the new EIS module.
Has anyone else run into this?
Is there a way to get my account migrated so the EIS option appears?
Any guidance from experienced sellers or moderators would be greatly appreciated.
Thanks in advance.

Mentor9 months ago@thererunrackco There is no way to opt-in to the EIS shipping program. eBay automatically adds members when they meet the criteria. eBay doesn't share the criteria but it is safe to say that selling for at least 90 days with good feedback and no policy violations is one of the rules.
"How it works
If you're eligible, you'll be opted into the program. eBay International Shipping will become your default international shipping option when you don't offer any other international shipping services and we'll automatically add eBay International Shipping to your current listings."

OP9 months agoThanks for the reply. I appreciate you taking the time to help.
I just want to clarify my situation a bit, because what I’m experiencing doesn’t seem to match the normal “wait 90 days†explanation.
I understand that eBay automatically opts sellers into EIS when they’re eligible, but in my case:
• My Selling Preferences page returns an error instead of loading
• My Shipping Preferences only show three sections (Combined Shipping, Rates & Exclusions, Dispatching/Handling)
• The eBay International Shipping section is completely missing, not just disabled
• I’m on an older account that recently started selling again, which seems to be a common pattern for accounts stuck in legacy shipping settings
From what I’ve gathered, this isn’t an eligibility issue — it’s a technical issue where the EIS module isn’t attached to the account, so the system can’t evaluate eligibility in the first place.
I’m hoping a moderator or someone familiar with account migrations can confirm whether this is something that needs to be escalated on the backend. Several sellers have mentioned needing an “EIS migration†before the option appears.
Any insight from others who’ve had the same missing‑settings issue would be really helpful.

That is NOT a glitch. You will not see the option AT ALL on your account until eBay adds you based on their top secret formula that we mere mortals will never know. I understand that you are wanting to start using the program but it is not possible.
You can direct ship internationally but it is risky and there are a lot of things that you need to know before you do so.
This is what it looks like in account settings once a member IS enrolled. There is no way to add it yourself. If you go to the same page you will not see EIS at the top of the screen. It will start with the combined shipping section if memory serves. A few years ago you COULD opt in, that changed. I recommend trusting experienced sellers that know the site more than CS or the AI.

OP9 months agoThanks again for the help. I really do appreciate your input on this.
I used an AI assistant to help me analyze what might be going on, and one of the points it made was actually pretty interesting:
It said that accounts still on the legacy Seller Preferences system cannot access the modern Seller Preferences URL at all. Instead of loading the page, they get an “unable to find that page†error. According to the AI, that behavior is a reliable indicator that the account hasn’t been migrated to the modern backend yet.
Since this is something we can test objectively, could someone here try this URL on their account?
https://www.ebay.com/sh/str/preferences
If your account is on the modern system, it should load the full Seller Preferences page, including the EIS section at the top.
If it loads for you but not for me, that would confirm that my account is still on the legacy version which would explain why the EIS module isn’t appearing at all.
I’m not trying to argue with anyone; I’m just trying to figure out whether this is an eligibility delay or a technical versioning issue. Any help comparing results would be really appreciated.

Mentor9 months ago@thererunrackco AI is not the best option for update to eBay info.
You can use Seller Hub on a computer which has the most advanced shipping tool by opting in here>
https://www.ebay.com/sh/ovw Then select create listing on the upper right of the overview page.
You still will NOT have the EIS shipping program though it is a MUCH better listing tool than the APP or the quick listing tool that new sellers are directed to.

OP9 months agoJust a quick update, the EIS opt-out option actually showed up in my Seller Preferences this evening and Im now enrolled, so something must have been updated on eBay’s side. I’m mentioning it here in case anyone else runs into the same situation, because it does look like this kind of delay or missing section can happen. Thanks again for the help in the thread.
