If you had an international sale that you shipped to the eBay hub (usually in Glendale Heights Illinois) and tracking shows it was successfully delivered there, that part of your job is done.
If the Order Details show it is late getting to your Buyer, the Buyer needs to open an Item Not Received refund request on eBay. EBay will then take it from there.
