If you want to use eBay's International shipping then Opt in to it on this page at the top: Shipping Preferences (ebay.com)
On that same page go down to the Exclude shipping locations section to turn Regions and countries of the world ON or OFF.
Some of items might be restricted in some countries: Policies on restricted or prohibited items – overview | eBay
When an item sells internationally your label will have the eBay Hub on it and that is where you ship. The Hub then ships it on to the customer.
