Ebay have locked my account.

Question

I don't have a mobile phone number.

The recovery system wants to call me on my landline but the calls never arrive, the line works.

I am in the UK and the number Ebay supply for me to call them does not work here.

I am stuck, what else can I do?

any advice would be appreciated.

Do Not Post Your Account Information Publicly. Use the private messaging options:

You'll need to provide your user ID, your name, your address, and the registered email address attached to your account. Also, be sure to give them plenty of details.

The eBay Agents usually respond in a day or two and may research the situation better than the "Request a call back" agent or a "chat session" agent.
