If you are a buyer and there is no tracking showing delivery by the last estimated delivery date, you should be able to file an "item not received" case the next day, or for up to thirty days, and then ask eBay to step in three business days later if the seller does not cooperate. You have up to twenty-one business days to ask eBay to step in before the window closes on a refund.
