If a seller does not provide tracking and the item has not been received by the last estimated delivery date, I would file an "item not received" case with eBay to get my money back.
I would also avoid doing business with sellers that do not have a demonstrated consistent track record of delivering what was advertised, and also I would provide positive feedback to sellers that did deliver so that my feedback left for others was not merely a collection of negatives.
You wait ONE day past the original estimated delivery date and then file an Item not received claim via the item on your Purchase history. You stop messaging the Seller and follow the instructions int he claim. It will lead to a refund if the Seller cannot produce a valid active tracking number to confirm that they shipped.
