Ebay expects ME to pay for the packing before they will give me my money when I should be able to access the funds that the buyer PAID ME that covers the packing cost

I do not know what has happened to ebay, but it is all about the money and the seller is the one who gets screwed. I will not ship anything unless I have the funds from the sale that covers the packing. AND that is not all. UPS made a mistake in my shipping costs and claimed that I didn't pay enough to cover the cost of shipping the package with them. That is not true. I have the slip that shows the size of the box and its weight and my box DID NOT WEIGH 12 pounds. The size of the box was also wrong from UPS. UPS told me that ebay would have to dispute the additional charge of 9.51. Then when I logged into my account on ebay, I discovered that EBAY WAS GOING TO GO AFTER THAT MONEY ON THE 29TH FROM MY BANK ACCOUNT. THAT TORE IT FOR ME. I WENT TO THE BANK AND SHUT DOWN THE CHECKING ACCOUNT AND HAD MY DEBIT CARD DESTROYED. NOW THESE IDIOTS ARE TELLING ME THAT THEY WILL NOT CLOSE MY ACCOUNT UNTIL THEY GET THAT MONEY. EBAY WILL BE REPORTED TO THE FTC TODAY FOR DECEPTIVE TRADE PRACTICES AND I WILL SEND THE FTC EVERYTHING I CAN TO HAVE THEM CITE EBAY FOR FRAUD.

Here's how to appeal the upcharge with UPS
Only eBay customer service can file the dispute since they are the UPS customer. I recommend contacting CS on social media to ask them to do this. Keep in mind that UPS does sometimes add incorrect surcharges ( which I believe is the case here) but there are CORRECT surcharges that you can read about on the UPS website.
Personally if I have an item that is too large or heavy to ship via USPS then I use UPS and buy the label from PIrateship.com. Pirateship helps with insurance claims and surcharge disputes. UPS does have a list of valid surcharges on their website too. UPS does not add surcharges as often as Fed Ex does.

Sellers are expected to pack and ship the item to the buyer before payment is released.
Have you received your payout yet? If not I would open a new account and add it to eBay.
Is it worth closing your account over $9.51?
UPS charges are based on the exterior measurements, and if the measurement are over 1728 sq in (ex: 12x12x12) they bill by 'dimensional weight'... a hypothetical weight based upon the actual size.
UPS rounds up on measurements, so if your box is 12.1 inches, they use 13 inches.
