eBay doesn’t help when Seller decides to keep your money and not send item
What do you do if you win an auction and Seller won’t send the item or give a refund? I opened a request, waited until after the time eBay said I needed to, requested they step in, and all I get are messages from them saying that Seller will reply (he already has and said he won’t send the item because he thinks eBay is scamming him and that I should send him my contact information etc via email-not happening)
does eBay ever actually do anything to help or is it just essentially automated responses? Just my loss or is there something a Buyer can do when they’re being defrauded through eBay?

How long ago did you ask eBay to step in? Read the information below.
What happens after eBay steps in:
"We'll review the details of your case and will aim to resolve it in the fairest way possible. We normally come back with an answer within 48 hours, though occasionally it might take longer if we need more information.
Once we've found a resolution, we'll let you and the seller know the outcome and anything else you need to do. For example, we may ask you to send the item back to the seller.
If the resolution is to give you a refund, it will go back to your original payment method. Refunds are typically available within 3-5 business days.
If you don't agree with our resolution, you can appeal by providing new information within 30 calendar days of the case being closed."
