There have been many similar posts in the last week or so since eBay had some serious site issues about users trying to make offers but getting a "page not found" error. But I was just able to send an offer as a buyer to a seller, and I received a counter-offer back, so some things seem to be working.
Try again, or try using a different browser or the eBay app to send an offer to see if that works for you.
