Ebay Declined a buyer's Buy-it-now offer

I am selling an item as a Buy-it-now but allowing best offers over my minimum setting. A buyer has contacted me to say that his offer has been declined by ebay despite being over my minimum. Ebay didn't notify me of his offer. Does the fact that he is currently 'offering' from outside the UK affect his offer and why can't I see and accept it?

When you created the listing, did you specify an amount that would automatically be declined if the amount was lower? The other possibility is that you only ship to the UK, so any offers from people not located in the UK would be declined.
