The negative feedback you received will not be removed by Ebay for 2 reasons:

The feedback is over 30 days old.
The comment does not violate Ebay feedback policy.

My research looks like within 90 days. Where do you get 30 days from?

I sended a remove request to ebay after 30 days, this is what I gave:

Due to a technical issue, we were unable to complete your request. Please contact Customer Service for additional help.

That is a standard canned response when it is too late to request feedback be removed.
