eBay coupon for pacing supplies

I just signed up for a basic eBay store and heard that they offer $25 per quarter to buy supplies such as packing tape. Is that true? How do I get the coupon? where is the store to buy supplies from?

Go to manage my store >> subscriber discounts. Click on the packing materials discount and it will take to the correct seller.
