If a buyer opens an "item not received" case and then does not ask eBay to "step in", eBay will automatically close the case after twenty one business days.
Your post is confusing. Do you have an eBay complaint as you wrote in your post title or a postal complaint as you wrote in the body of the comment? You'll want to read this section of the User Agreement you signed before you pursue legal action.
Financial Ombudsman Service complaint against eBay. This requires me to formally write to eBay to log a complaint. The online complaint procedure didn't resolve the matter. A written complaint left unresolved will result in an impasse/deadlock. Then the FOS can step in. They may advise raising a civil case in a small claims court. In any case I need a departmental address to correspond with eBay.

OP3 years agoItem not received. Seller not replying. eBay do not want to refund. Out of pocket.

You may still have recourse through your payment method; PayPal and many credit cards offer up to six months protection from the date of purchase.
