Ebay charging both me (seller) and the buyer for shipping
Is it normal for Ebay to charge the buyer for a listing where shipping is to be paid by the buyer, but then to turn around and also charge the seller the same amount? I've tried to contact Ebay regarding this and they keep sending me in circles.

Not only is it normal; it is necessary !
When the buyer is "charged" for shipping in an eBay listing, that buyer is not paying FedEx directly, by himself, the price of delivering his new stereo equipment to him.
The buyer pays to the seller -- through eBay -- the price of the receiver and probably some sales taxes AND the price that FedEx will (presumably) require for delivering the receiver from the seller in, say, Illinois, to wherever that buyer wants it delivered.
eBay then makes that money available to the seller (you, in Illinois), so that you can print out the FedEx delivery label and, at the same time, through eBay, pay FedEx for, you know, doing their job.
The actual purchase of the FedEx delivery label, and payment to FedEx, is done when --
the seller pays FedEx, through eBay.
The money that the seller spends for that purchase is the money that the buyer paid.
Take a few quiet minutes to think this through. It should make perfect sense.
Try to imagine the movement of the money from buyer to eBay to seller to FedEx.

Yes, that is how the shipping process works.
When a Seller creates a listing, they indicate how much they want to charge the Buyer for shipping. For example, the Seller lists a pair of shoes for $50, plus $10 for shipping. The Buyer sends the Seller $60. The Seller then uses that $10 to purchase a shipping label to put on their Buyer's package for them.
