EBAY BUYER HAS AN OVERSEAS ADDRESS CAUSING ADDITIONAL FEES
I had a recent sale and the ebay buyer evidently has an overseas address so I was dinged with an additional fee even though the shipping address was in the U.S.
Is there anyway to know that this is the situation and opt out to avoid an extra fee? We all know ebay charges ENOUGH FEES ALREADY!

Yes; that's precisely the way eBay's International Fee works. Your buyer may have had his/her eBay registration in another nation, and a shipping address in the United States. Here's the policy directly from the User Agreement with some highlighting:

International fee
If your registered address is in the US and you offer eBay International Shipping for your eligible listings, you won't be charged an international fee when your eligible item sells.
If you're not using eBay International Shipping to ship your item, we charge an international fee if either:
This fee is calculated as 1.65% of the total amount of the sale and is automatically deducted from your sales.
If your registered address is not in the US, please refer to the fee page for your country or region of residence for your international fee information.

IF you're selling an item in the auction format, you can see the bidder's eBay ID. Click on that ID; the "Location" will show which nation the bidder is in for eBay registration.
IF you're selling an item in the Buy-It-Now format, you will not know the buyer's eBay ID nor, therefore, his/her "Location", until after the buyer has paid through eBay. That's also when eBay gives you the buyer's shipping address.

Nope; not without getting a defect on your selling record.
On the upside, that 1.65% International Fee is (possibly) deductible when you are doing your tax returns early next year -- just like all the fees you complain about paying to eBay.
