ebay ad clearly said free shipping
ebay seller ad said new york new york seller is listed as cincinnatti ohio and the seller dropped shipped my item from north kansas city mo thru amazon and i get charged $10.60 from post office plus have to go pick it up this is fraud at its finest and Ai ebay thru appels process cant read between the lines clearly says free shipping maybe just buy thru amazon for the future and chuck this ebay account

If you have not yet paid the shipping cost you refuse the package and file a not received refund request case.
Postage due is the ONLY reason that a buyer can refuse the package and still be covered by the eBay Money Back Guarantee. Be sure to upload a photo of the postage due notice in the case.
eBay can not force a seller to refund more than the original sale amount .
Your only other option would be a not as described return request if you already paid the postage due.
The seller will be required to pay return shipping and refund you what you paid at checkout. This will NOT include the postage due amount though.
