E sniping
I recently sold my card to someone who has there tik tok in there name. Conveniently my card undersold for about 300-400 dollars and came across one of his videos that he posted today about how he pays a subscription to esnipe cards on another program for about 10/20% off cards in auctions . Is e sniping allowed?

What is the connection between sniping and the "10/20% off"? Off of what? The cost of the sniping service?
Sniping just is a way to submit bids in an auction -- specifically bidding at the end of an auction.
Whether sniping is done manually by the user waiting until the end of the auction to place a bid, or by using a program on the user's computer to schedule bid at a certain time, or by subscribing to a third-party service that places bids for the user, sniping is explicitly allowed by eBay.

Bid sniping—including the use of software that places bids for you—is allowed on eBay, but it doesn’t guarantee you’ll win an auction. Other members may be using the same tactic, may have set up automatic bidding, or may simply react quickly and place a higher bid before the auction ends.
