E-bay / USPS shipping
Has anyone been having issues with Postage due with small items like baseball cards? I collect cards and in the past month, I've won maybe 10 individual items, I've had 3 of them arrive with postage due. Sellers are saying they paid e-bay postage and say it's my USPS carriers problem.

The sellers may be shipping the cards in envelopes that are non-machinable, so the post office will collect the amount due for a non-machinable letter or will upgrade to small packet pricing for the hand sorting. Your local carrier is not the issue, as the seller is at fault for packaging the letter in a manner that kicked it out of the sorting machines.
An eBay letter for trading cards must be shipped as a letter. If it doesn't look like a letter or feel like a letter, then it would be charged a different rate as soon as the high speed sorting hub kicks it out for being non-machinable.
A buyer is allowed to refuse delivery of an item that arrived postage due and would then open a "not received" claim for a full refund because of "postage due". If you want to keep the item and pay the postage, eBay can't force the seller to compensate, however, you can leave feedback regarding the seller's packaging and postage.
This is a picture of a USPS high-speed letter sorter, to give an idea of what a letter must be capable of traversing. There are at least a dozen letters on this end of the slalom course, but you may see only a few white blurs.
