Doubling the price offered

I offered to pay the $35 that was requested for an item. The seller came back, now, asking double the price. Is this allowed?

Allowed but not advised. Some settings on eBay Listing tools are ON as a default setting and Sellers may not be aware of it. I have seen the Best offer ON when creating brand new listings as well as some other settings.

Sellers might also use a Sell Similar feature from another Seller's listing with features ON that they normally don't use. We have no account access here so we can't see what really happened.

For myself I don't use the Offer process, it sends the wrong message (like my price isn't my price) and it does nothing but drive prices down.
