Dont see link to ask ebay to step in
Seller sent me a Women shoe he claimed it was Men shoe on menssages. It did not fit. I am traveling and cannot return the shoe he should have never sent and although its been 4 days since I reported the return and said I could not return don't see an option to ask ebay to step in.

Some clarification would be helpful. Did you actually submit a formal return request? If so, what is the reason that you chose for the return?

You have 30 days from receipt to return the shoe(s). Below is what we advise Buyers in that regard. If your travel plans have you away past the 30 day window then you will have to file a dispute with your funding source.
You are protected by the eBay Money Back Guarantee for 30 days from the date of receipt: eBay Money Back Guarantee policy
Go to the item in your Purchase history and file a RETURN using the reason "Does not match pictures or description". eBay will issue you a pre-paid return shipping label regardless of the Seller's return policy. You return the item and the Seller will have 2 days to refund you. Failing that you go back to the claim and ask eBay to step in and force the refund.

With the eBay 30-day Money Back Guarantee, your Purchases are protected for up to 30 days from delivery. If you opened an Item Not as Described refund request on eBay, the Seller and/or eBay can require that the item be returned before refunding. Once the Seller accepts the return, the Buyer has 15 business days to return.
If you are unable to return the item on time, eBay will close the refund request in the Seller's favor.
