Does Shipping Insurance Cover Items that Arrive Broken?

I'm really new to eBay. When I purchased the shipping label for USPS Ground Advantage (through eBay) for a glass item, it shows there is $100 insurance included. The buyer is demanding a refund and a return label and being very demeaning in the process. He states that I didn't know what I was doing when packing it and has a video (which I downloaded) of the entire "unboxing" event. In his video, you can clearly see that the bottom was covered with large bubble wrap as well as all four sides and the top. In addition, the bowl was wrapped in packing paper and you can see that I wrote "fragile," "handle carefully," etc. on the sides of the box. Obviously, I do not want a broken glass bowl back, though and I do have no returns allowed on all of my listings, though it seems eBay does not honor this. Does anyone have any experience with this? The funds he paid are being held by eBay so I have not received any money from it but, even though it was "buyer pays shipping," as you know, the seller pays that up front and then it comes back to you once the sale is final.
All that being said, I'm trying to figure out what my options are. It doesn't appear that he broke the item and I certainly didn't break the item. It got broken in transit so how do I handle this without ending up with the short end of the stick and being stuck with shipping costs for an item which, by no fault of my own, arrived broken?

When you respond to the buyer's Return Request, you can issue a refund without requiring that the buyer return the item.
You can TRY to file a claim for reimbursement with USPS, providing pictures, but they may say the damage occurred due to inadequate packaging.
