Does opting out of International shipping restrict sales?

Question

I recently opted out of International selling because I am running two discount offers of "Buy 2 - Get Free Shipping" and would not be able to absorb the International shipping cost into the sale. Since I started this all sales have dropped dramatically. Also, in the two sales categories, I have had sales, but none have taken advantage of the discounted shipping offer! Am I missing something?

International buyers don't see your offers. And you wouldn't need to offer free international shipping.

I don't know why sales have dropped.

I do know the type of sale you are running doesn't show as a red banner in search results and that limits buyer's understanding .
