Does eBAY provide a discount for USPS Ground advantage shipping label as usual?

On Sept 28 I purchased the USPS Ground Advantage shipping label with eBay's discount for sellers as usual. For example, on usps.com Retail price was $12.90 , Click -N-Ship price was $8.40 and eBay price was $7.05 that I paid. Today on Sept 30 I wanted to buy the USPS Ground Advantage shipping label on eBay and price is the same as on usps.com Click-N- Ship. Also the price for 0.1 oz or 0.15 oz is also the same that not a common at all. I contacted twice with eBay's team today and got two different opinions. The first one that its a glitch between usps.com and eBay shipping charge system. After few hours the second opinion from eBay's team and supervisor: eBay has no problem at all and Click-N-Ship price is the same as eBay shipping price with discount for sellers. I have been selling on eBay more than 10 years and have never had this problem before. Should I estimate my shipping charge after this case based on the USPS Click-N-Ship price?

USPS rates have changed several times in the past several months. One big change was to ground advantage under 1lb. While most packages will continue to have the 4 oz increment pricing, packages going to rural zip codes will only have one rate for 1 - 15.99 oz and be charged the 15.99 oz rate.
In some cases eBay rates will be the same as on click n ship others will not.

Thank you so much for very informative message. I recognized that my problem was related with very high USPS shipping price to the rural area. This situation is unpredictable for sellers. I offered my buyer to ship with FedEx that was cheaper than USPS Ground Advantage, but this offer was declined.
"Shipments to USPS-designated rural ZIP codes will be charged at commercial rates. "
