No.
The seller would need to file a claim with the shipping company.

OP1 year agoThank you for the fast reply! I did and the USPS told me I am not eligible for a refund. Even though they say Ground Advantage is covered for $100. Makes no sense. An eBay worker on chat told me if the lost package that I refunded to my buyer ever gets delivered that eBay can help me get my money back?

As usual, poor advice from the Ebay Customer Service rep. Ebay cannot force the buyer to repay you.
