Does ebay have a phone number to get help from?
I have an active listing and a potential bidder in Spain who cannot place a bid. I need to fix this. Is there a phone number I can call and be walked through the process of fixing this?

I see 3 auctions all of which have bids.
Once you get a bid, you can't change the listing, even to add a shipping destination.
You can try these 2 things
1) Opt in to eBay International Shipping (if you are allowed to)

2) Make sure you don't have bidders blocked
Uncheck this: Block buyers whose primary shipping address is in a location to which I don’t ship
Check this Update block settings for active listingsIf you uncheck this box, active listings won’t be impacted. Auctions with bids cannot be changed.

If your buyer has a freight forwarder location, they may be able to bid.
Important, if you END the listing now, with a bid, you will pay a final value fee on the bid price.
eBay doesn't have an incoming phone line for either buyers or sellers. However, you can have eBay call you, here
