eBay has no active vetting process in place for Sellers. You can message the Seller and ask specific questions about the item(s) they are offering and gauge your purchasing decision on their answers (if you get any) or review the Feedback history to see if other Buyers have had issues with them.
If you have ANY doubts then pass them by and look for a different Seller.

To be a seller, you have to submit information to prove who you are, bank info, SSN ect. But what are you specifically looking for?
