You may be better off asking your question here to get suggestions from experienced users.

To contact eBay, use the chat assistant to request a chat with an agent or a call back by starting on the Help & Contact page and following the links for your issue.

What options you see may depend on your particular issue and how busy that department is at the moment.

Try entering "agent" into the chat window. You may have to provide some context to reach the correct department. If you see a "Still need help?" or "More options" choice, either of those should lead to a call back option.

It is possible to have eBay call you back after you drill down to the appropriate reason on eBay's help pages, but the directions may differ by circumstances.

In general, start with the Customer Service help page:

https://www.ebay.com/help/home

Find a topic that is similar to your own by typing a few words into the search field on that page.
Scroll down to the bottom of that related help page and click the "Contact us" option.
When automated chat opens, either type "Agent" into the chat box or scroll down to the bottom and look for "Contact an Agent".
If you don't see it, then click "See More" until you do see the "Contact an Agent" option.
In some cases, you may be asked for more info about your question.
Eventually, you will be shown the option to chat with a human or to request a human callback.
If requesting a call, be sure that your phone settings do not block any types of calls.
